Collective Sale Consent: 70% and 65%

Lower consent tiers for older strata developments, with tighter safeguards, per EdgeProp.

EdgeProp reported that Parliament passed the Land Titles (Strata) (Amendment) Bill 2026 on 8 September 2026. The Ministry of Law set out the proposed changes on its own page, which confirms the central point: owners of older strata developments would need less support to sell collectively. The Bill was introduced for First Reading on 4 August 2026, and the Ministry has said the commencement date will be announced when ready, so the rules described here take effect only from that date. A collective sale lets the owners of a strata development sell the whole site to a single buyer, usually a developer, once enough of them agree.

The Consent Thresholds in Plain Terms, for Dorset Gardens Readers

The required share of owners depends on the age of the development. For developments under 10 years old, 90% of owners must consent. Developments aged 10 to 39 years stay at 80%. The new tiers sit at the older end: 70% for developments aged 40 to 59 years, and 65% for those aged 60 years and above.

EdgeProp's commentary, written by two research analysts, described the 40-to-59-year tier as a reduction from 80%. In other words, the changes ease the path for ageing estates while leaving the rules for younger developments untouched. At 70%, a development aged 50 years needs consent from seven in every ten owners instead of eight. The commentary named Braddell View as one of the older developments that stand to come under the lower thresholds first.

Safeguards That Travel With the Change, a Summary for Dorset Gardens Readers

  • The initial support needed to convene a general meeting and form a collective sale committee rises to at least 35% of owners, from 20% or 25% at present.
  • The period for collecting signatures on the collective sale agreement is halved, from 12 months to six months.
  • The restriction period after an unsuccessful attempt is extended from two years to three years.
  • The Ministry has said the commencement date will be announced when ready.

How the Developer-Side Rules Fit Alongside Dorset Gardens Context

EdgeProp's commentary also pairs these owner-side changes with remission changes to Additional Buyer's Stamp Duty announced on 28 July 2026 for housing developers on large en bloc sites. As EdgeProp reported them, projects of 700 to 1,399 units for qualifying sites bought from 29 July 2026 get six years to complete and sell all units, while sites of at least 1,400 units get seven years, with at least half sold by the end of year six. The commentary's view is that the two measures complement each other but classify developments differently: collective-sale thresholds depend on the age of the existing development, whereas remission timelines depend on the number of units produced after redevelopment. The remission also requires the redevelopment to yield at least 1.5 times the number of units in the existing development, and the commencement timeline stays at 2.5 years.
